Hp Stream Factory Reset Wont Continue Past

Step 1
Create installation media on this computer or other if necessary.

Step 2
Configure in your computer's BIOS to start via the USB installation.

1. Boot with the Pen Drive;
2. When the installation window appears, click Repair your computer;
3. Click Troubleshooting;
4. Advanced options;
5. Click Restore PC > Choose between "Keep Files" or "Remove All".

Ok, I am downloading Windows10 onto a usb drive now and I will try to reset it that way later tonight or tomorrow...thanks I will let you know the results

Yeah I am hoping it'll give me good news as well...It's taking about 30 minutes to an hour to download Windows10 to the usb drive so I might not be able to get it completely downloaded before I have to go and turn this off which will cancel the download sadly.

I figured out the issue. It's something called a srttrail.txt error. What do I do now?

Thanks for the information Evan, please check if after performing the procedures below the problem still persists.
1. Download the tool according to the Windows 10 architecture installed here:

2. Run the downloaded setup and click Create installation media for another computer;
3. Select the Language, then select the edition and architecture according to the installed Windows 10;
4. Connect the Pen Drive;
5. Click Next;
6. Select the USB Flash Drive option and click Next.
7. Click Finish.
8. Boot with the Pen Drive;
9. When the installation window appears, click Repair your computer.
10. Click Troubleshooting> Advanced Options;
Among the options presented, follow the procedures below:
Restore the System to an earlier date:
Click Troubleshooting> Advanced Options> System Restore, choose a date and proceed with the restoration steps.
Fix startup errors:
Click Troubleshooting> Advanced Options> Startup Repair.
Going back to the previous version:
Click Troubleshooting> Advanced Options> Back to previous version. (This option will be available within 10 days of updating).
Access the System in Safe Mode (Diagnostic Mode):
Click Troubleshooting> Advanced Options> Startup Settings> click Restart> press the 5 or F5 key to access Safe Mode with Networking.
Redoing the Windows 10 startup files:
Click on Troubleshooting> Advanced Options> Command Prompt> enter your Account and enter the commands:
CHKDSK /f /r /b [Enter]
Bootrec /Scanos [Enter]
Bootrec /Rebuildbcd [Enter]
Bootrec /Fixmbr [Enter]
Bootrec /Fixboot [Enter]
Restore the System while maintaining files:
Click Troubleshooting> Restore your PC> Maintain my files.
Restore the System by deleting everything:
Troubleshooting> Restore your PC> Remove Everything.

Ok. I downloaded that media creation tool file onto my usb drive. I am restarting an ancient computer that I never use because its so old and slow, to open that media creation tool file to get it ready for another computer. But as for the other options, I tried doing the restore by removing everything and by maintaining my files but those both ended up in errors, I dont have any restore points or previous builds, I tried Startup Repair which I believe is what told me it was the SrtTrail.txt error. So besides trying the safe mode, the command prompt windows 10 files, and this media creation tool one, I am out of options. I cant use this computer I am on right here because it is a school computer and it has Chrome OS so I cant run it on here.
